El candidato del Partido Socialista a la Alcaldía de Leganés, el diputado regional Rafael Gómez Montoya, navega en aguas tranquilas, y su programa electoral -que presentó esta semana a la prensa- oscila entre la divagación, el relleno y un exiguo atrevimiento.En principio, el proyecto electoral de Montoya cojea porque varias de sus propuestas -las más novedosas- quedan a expensas de la Comunidad de Madrid. Es decir: si el Ejecutivo regional decide no invertir en estas apuestas, la mayoría no saldrá adelante.
Así ocurre con los anuncios de demoler colegios antiguos para levantar otros nuevos con aparcamientos subterráneos (y matar, así dos pájaros de un tiro: el de las instalaciones educativas y el de los aparcamientos); o con la idea de crear una ciudad sociosanitaria; o con el hecho de incrementar las ayudas para rehabilitación de fachadas hasta los 4 millones; o con los propósitos de enlazar La Fortuna con el caso urbano a través del Metro o aumentar hasta los 4 millones las ayudas que destinan Aytuntamiento y Comunidad de forma consorciada para obras de mejora en centros educativos.
Es un error hacer depender el programa electoral de unas propuestas que necesitan el espaldarazo de la Comunidad de Madrid para ser una realidad. ¿Por qué? Porque condicionar el programa electoral de Leganés a la pretensión de una segunda Administración es un riesgo en tanto que si el candidato socialista al Ejecutivo regional, Rafael Simancas (amigo de Montoya), no consigue gobernar, éstas se quedarán en simples castillos en el aire.
INGENUIDAD
Más allá de eso, el programa electoral de Montoya emana ingenuidad en varios capítulos. Aunque existen compromisos interesantes (como los de la creación de dos mil viviendas para ancianos y jóvenes o la constitución de una policía que vele por la ordenanza de civismo), el candidato socialista realiza, en general, una propuesta en la que no existen grandes diferencias con respecto a las del resto de partidos de la zona sur, independientemente del color de estos y de sus siglas. Y esa es, precisamente, una de las grandes carencias de nuestros representantes políticos: la falta de imaginación.
En este sentido, Montoya propone construir mil viviendas en alquiler para jóvenes (a 300 euros al mes), así como otras mil adaptadas para mayores. Propone, además, construir 5.000 plazas de aparcamiento (en formato subterráneo y en altura) o ampliar la policía de Barrio a todos los distritos.
El documento incluye propuestas que, en sí mismas, denotan cierto desinterés: están en el programa porque hay que rellenar. En este contexto se enmarca la creación de un Plan de Movilidad en la ciudad, apuesta que recoge la petición de ampliar las líneas de autobuses y potenciar la bicicleta como medio de transporte. O la propuesta para crear una agencia municipal de la energía para fomentar el ahorro energético. O "convertir Leganés Tecnológico en el mayor parque tecnológico y científico de la Comunidad de Madrid". O crear un centro de ocio para niños durante las tardes o fines de semana.
En definitiva: mucho que decir, pero con poco contenido.
DISTANCIAMIENTO DE IU
Por otro lado, Montoya -quien ya ha reconocido públicamente que está dispuesto a pactar con Izquierda Unida, después de que la encuesta que encargó revele que el PSOE leganense no obtendrá la mayoría- deberá lidiar ahora otro morlaco inesperado: la coalición de IU prescindió esta semana de su socio de Gobierno a la hora de aprobar en la Empresa Municipal del Suelo (EMSULE) el pliego para crear la lista de demandantes de vivienda protegida para los mil pisos que la compañía levantará en el plan parcial 5.
La medida revela el primer distanciamiento serio entre ambas formaciones; el primer choque importante en esta legislatura. El PSOE no quiso aprobar esta lista por algún motivo: por presiones de promotores inmobiliarios, porque es una importante baza electoral que puede apuntarse IU o como revancha por negarse la coalición izquierdista a apoyar algunos de los convenios urbanísticos que el Partido Socialista quería dejar "cerrados" y "finiquitados" antes de finalizar la legislatura. Probablemente, todas estas hipótesis tienen cabida en el motivo que lleva a los socialistas a distanciarse de sus socios.
Frente a ello, el candidato de IU y presidente de EMSULE, Raúl Calle, ha actuado con valentía y con la certeza de que el PSOE tragará y no hará ruido ante una campaña que se antoja difícil, dura y de mucho trabajo.
